i using arcmap 9.3 digitization work. have survey data total station, data comma seprated has pointid, northing, esting, height , comments below

6001,3052500.000,532500.000,1000.000, 6005,3052500.000,532568.219,1000.000, 1,3052495.945,532477.080,1000.063,hc 2,3052494.001,532493.357,1000.055,hc

i using survey analyst extension import point data. works in windows7 not working on win8 , 10.

import data

every steps of import survey data wizard works not respond on click of finish button.

what might possible solution make work on windows 10?
